Utility Discount Program – Request Enrollment

This online form is for customers who are requesting to enroll for the first time.
1. If you already submitted an enrollment form, please do not submit a new form.
2. If you received a request (by phone, email, or mail) to update your information, please do not submit a new form.
Call (206) 684-0268. Customer service representatives can answer questions about your first request OR about the information needed to renew your application. Duplicate forms may delay your enrollment or confirmation.

In response to the COVID-19 pandemic, the City of Seattle expanded the Utility Discount Program to assist both income-eligible households and those experiencing unexpected financial hardship.

The Utility Discount Program offers:

  • 60% off electricity bills – for Seattle City Light customers living in Seattle, Lake Forest Park, Normandy Park, Shoreline, Renton, Tukwila, Burien, and SeaTac
  • 50% off water, sewage and solid waste bills – for Seattle Public Utilities customers

To be considered for enrollment, we’ll need to ask you a few questions. This information will only be used to determine eligibility for the Utility Discount Program.

Enrollment Request

  • If you do not know who is listed as the primary account holder, you can find this name printed on your City Light bill or call 206-684-3000.
  • This 10-digit number can be found on your City Light bill or online account.
  • If you do not see your city listed, double check your service provider and reach out to them directly to see what assistance programs they have available.

    NOTE: You may be required to provide documentation of income at a later time to verify eligibility. If your household income has been impacted by COVID -19, please indicate your expected monthly income to be received from all sources.
